2022 CDFI in Review: A Monumental Year for CDCUs addressing CDFI Fund Proposed Changes

2023 provided many opportunities for Inclusiv credit unions and our partners to advocate on behalf of our movement. Our network is rounding out the year and ringing in the next with a flurry of holiday cheer. We wanted to highlight some of our activity on this front in a round-up for you here. 

  • CDFI Certification Application comment period deadline: December 5, 2022
  • CDFI Certification Target Market Verification comment period deadline: December 19, 2022
  • Inclusiv proposed four specific methodologies to increase accuracy, improve efficiency and ensure regulatory compliance for CDFIs of every type, and CDFI Depositories in particular.
  • Inclusiv also proposed that the CDFI Fund add Asian Americans and Pacific Islanders to the list of communities recognized as Other Targeted Populations
  • CDFI Certification ACR and Abbreviated TLR comment period deadline: January 13, 2023
  • Inclusiv has joined with all members of the CDFI Coalition to request a 30-day extension on the comment period for the proposed changes to the TLR and ACR. New deadline is now January 27
  • Join Us! The Inclusiv CDFI Team will be hosting an Open Office Hours Session to discuss Inclusiv’s comment letter on CDFI Certification ACR and Abbreviated TLR January 11, 2023. Follow this link to register for the 2023 Open office Hours!
  • Inclusiv’s comments to date and initial analysis of the proposed changes to the TLR and ACR process reflect the need for the CDFI Fund to make substantial changes to their proposed policies and procedures to allow for the continued participation of eligible credit unions.
  • CDFIs have captured the attention of Congress, and the latest draft for the forthcoming omnibus funding bill includes the following language: “CDFI Certifications.-As the CDFI Fund implements changes to the certification application and recertification process, the CDFI Fund is directed to consider and address concerns raised by CDFIs and stakeholders.”

In addition, Inclusiv thanks the over 100 Inclusiv members and partners who also submitted comments on proposed CDFI changes. Your voices are crucial to amplifying the CDCU movement and mobilizing systems and partners connected to this vital work. This collective work has been noticed.

Inclusiv regrets that the CDFI Fund has only sought comments on numerous significant new policies and procedures with less than 90 days between the last comment deadline on January 13th and the publicly announced launch date for the new certification process on April 3rd.
